As of August 29, 2023, Ukraine’s Operational Command South conducted an operation targeting the Port of Zaliznyi in the Kherson Region, as reported in a tweet by OSINTdefender. This operation resulted in the destruction of a confidential coastal radar system known as Predel-E, with an estimated value of approximately $200 million. Additionally, an associated electronic warfare system called Leer-2, responsible for safeguarding the radar installation, was also rendered inoperative. The exact method of destruction, whether through HIMARS strikes or precision jet strikes, remains a topic of debate.

The Predel-E radar system, also referred to as Pryedel-E or Limit-E, was developed by Concern Morinformsystem-Agat JSC in Russia. This advanced mobile coastal radar system is mounted on a Kamaz 43118 6×6 chassis and boasts capabilities for over-the-horizon detection and stealth, aligning closely with coastal defense requirements.

The primary objective of the Predel-E radar system is to extend the detection range for surface and low-altitude airborne targets beyond the conventional radio horizon. It is reported to have a maximum detection range of 400 kilometers, providing highly precise target coordinates with an accuracy range of 100 meters and a deviation of 0.5 degrees. Its 180-degree field of view allows for comprehensive scanning.

Incorporating advanced electronics and stealth technologies, the system minimizes its radar cross-section, reducing the risk of detection by enemy electronic warfare systems. It is engineered to operate reliably under various atmospheric conditions. For communication purposes, Predel-E can exchange data with other stations through both wired and radio channels. Wired networks support data transmission up to 500 meters, while radio channels can cover distances of up to 25 kilometers.

Predel-E offers operational flexibility by functioning in both active and passive radar modes. Initially, it was introduced with limited features at the IMDS-2017 International Naval Show but was fully disclosed at the Army-2022 event in June 2022, emphasizing its strategic significance. When integrated with the Bastion coastal anti-ship missile system, Predel-E’s detection and tracking capabilities are enhanced, contributing to precise targeting and engagement of naval assets.

The system can swiftly transition from transport to operational mode in less than 5 minutes and becomes fully functional within 20 minutes. It is mounted on a Kamaz 43118 6×6 chassis, which possesses various technical specifications, including horsepower, torque values, and fuel capacities. The vehicle has a maximum speed of 90 km/h, can handle gradients of up to 31%, and has an average fuel consumption of 26 liters per 100 km at a speed of 60 km/h. Equipped with a 350-liter fuel tank, it boasts a maximum range of 1,100 km.
