The White House says Russia is killing soldiers who disobey its orders and has threatened with death any group that leaves the Ukrainian military.
National Security Council spokesman John Kirby said the development showed Russia was in a moral crisis 20 months after it invaded Ukraine.
“The idea is wrong that you can kill your soldiers because they don’t want to follow the rules and they’re threatening to kill all groups and that’s bad,” Kirby told reporters. “But I think it shows that the Russian military leaders don’t know what they’re doing and how they’re going to do it from a military perspective.”
The White House released the results of an investigation by Russian military intelligence.
In the past, authorities have said they worked to unveil information before launching the operation, exposing Russia’s false plans and other efforts to keep allies in Moscow’s sights and in a half-hearted effort to stop Russia.
New news about the Russia intelligence crisis comes as President Joe Biden urges the Republican-controlled House of Representatives to continue funding Ukraine as it seeks to overthrow Russia in Kyiv.

“President Putin will not give up his ambition to take over all of Ukraine, and while Russia continues its aggression, we must continue to help the Ukrainian people and protect ourselves, as he is clear in his thinking,” Mr. Kirby said.
