The European Strategic Command and Control System (ESC2) project progresses towards delivering state-of-the-art C2 tools for CSDP missions.

In the pursuit of bolstering the European Union’s (EU) ability to respond swiftly and effectively to crises, the European Defence Agency (EDA) has been at the forefront of developing a groundbreaking European Command and Control (C2) capability. The European Strategic Command and Control System (ESC2) project, supported by the EDA, recently marked a major milestone with the conclusion of a crucial phase in its mission to provide an advanced solution for decision-making, planning, and conduct of Common Security and Defence Policy (CSDP) missions and operations.

The Significance of ESC2 in Strengthening EU Response

The ESC2 project is designed to enhance the EU’s capacity to act rapidly and robustly in times of crisis. As a key element for decision-making, planning, and mission conduct, the European Strategic Command and Control System aims to offer a state-of-the-art solution fully interoperable with C2 systems used by the EU, Member States, NATO, and civilian agencies. The project has received considerable support from Member States, stakeholders, and industry players, reflecting its strategic importance in fortifying the EU’s defense capabilities.

Closure Session Highlights Project Success

On December 11th, the EDA hosted the Closure Session of the ESC2 project, bringing together Member States, stakeholders, and industry representatives. During the session, it was announced that the ESC2 system design is expected to be delivered in 2023. Following this achievement, a new project, the European Command and Control System (EC2), is set to commence, focusing on creating a software prototype in 2025. This prototype will be swiftly implemented in the Military Planning and Conduct Capability (MPCC), further advancing the EU’s command and control capabilities.

Integrated C2 Tools for CSDP Missions

The ESC2, in collaboration with the EC2 project, aims to provide an integrated suite of C2 tools tailored for decision-making, planning, and mission conduct across CSDP missions and operations. This comprehensive suite spans from the strategic to the operational level, offering a Staff-wide set of solutions. Leveraging emerging technologies in key domains such as Information Technology and Communication Systems, these tools are expected to redefine the landscape of command and control in defense operations.

Funding and Collaboration: Key Success Factors

With a total budget of 22 million euros, the ESC2 project has secured funding from six Member States: France, Italy, Germany, Luxembourg, Portugal, and Spain, with Spain leading the initiative. The European Commission has also played a vital role in financing this ambitious project. Launched under the European Defence Industrial Development Programme (EDIDP), the ESC2 project has brought together 21 companies from 10 different Member States, ensuring a diverse and collaborative approach to system design.

Overcoming Challenges Through Cooperation

Initiated in January 2021 amidst COVID-19 restrictions, the ESC2 project faced initial challenges, but the project team demonstrated resilience and determination, making up for lost time. The complexity of the project required a collaborative effort, involving a wide range of actors to achieve its ambitious goals. EDA, acting as the ESC2 Project Manager, played a central role in managing financial contributions, monitoring project execution, and coordinating activities among the diverse set of contributors.

Operational Expertise and End-User Involvement

Ensuring that end-user requirements and operational expertise were integrated into the project, entities such as the Military Planning and Conduct Capability (MPCC), European Union Military Staff (EUMS), and European External Action Service (EEAS) actively participated. The Spanish Ministry of Defence and the Greek Ministry of Defence further supported the project by facilitating the involvement of industrial experts in key exercises, including MILEX 22, MILEX 23, and INTEGRATED RESOLVE 22.

Future Prospects: EC2 Project and Beyond

As the ESC2 project moves towards delivering its system design in 2023, the future EC2 project is poised to continue the momentum by developing a software prototype for prompt implementation in the MPCC. The collaborative efforts of Member States, industry partners, and key stakeholders demonstrate a shared commitment to advancing Europe’s defense capabilities and responding effectively to the evolving security landscape.

Conclusion

The ESC2 project stands as a testament to the EU’s dedication to fostering innovation and collaboration in the realm of defense. By developing cutting-edge command and control capabilities, the EU aims to strengthen its collective ability to navigate complex security challenges and enhance its role as a robust and agile actor in the global security arena. The success of ESC2 and the forthcoming EC2 project reflects the EU’s commitment to shaping the future of defense capabilities through technological advancement and collaborative partnerships.
