Railway infrastructure and rolling stock have long been recognized as vulnerable targets for terrorism, with incidents such as the 1995 Tokyo metro attacks serving as poignant reminders of the potential dangers posed by CBRNe threats. Against the backdrop of an evolving security landscape, characterized by an uptick in the deliberate use of CBRNe agents, the railway sector faces significant challenges in fortifying its defenses.

In a bid to address these challenges, the Horizon 2020 PROACTIVE project—focused on Preparedness against CBRNe threats through common approaches between security practitioners and vulnerable civil society—has emerged as a beacon of hope. By conducting a comprehensive study, PROACTIVE aims to assess the preparedness levels of railway and public transport operators to combat CBRNe events, offering invaluable insights and recommendations.

Through extensive surveys involving both first responders and rail companies, PROACTIVE has identified key areas where railway staff can enhance their preparedness:

1. Knowledge: Acquiring a fundamental understanding of CBRNe threats and their implications is paramount for railway personnel. Awareness of the unique challenges posed by such incidents lays the groundwork for effective response strategies.
2. Core Skills: Equipping railway staff with essential response skills, while emphasizing that they are not emergency responders, is crucial. Basic knowledge of response protocols and effective communication techniques can make a significant difference in managing CBRNe crises.
3. Cooperation: Formalizing partnerships with specialized responder organizations and engaging in joint training exercises fosters collaborative preparedness efforts. By leveraging their intimate knowledge of railway infrastructure, staff can play a vital role in coordinated response efforts.

In alignment with these recommendations, the PROACTIVE project aims to refine rail crisis management plans, equipping railway operators with practical strategies to address CBRNe threats effectively.
